INVITATION TO SUBMIT PROPOSAL
The Mississippi Regional Housing Authority IV (MRHA IV or PHA) is soliciting written proposals from qualified firms or individuals to:
1. Perform an Environmental Review of the PHA’ s public housing stock. The report must in compliance with 24 CFR Part 5 8
Proposals must be received at the office of the Housing Authority, 2845 S Frontage Rd. Columbus, MS 39703 on or before October 31, 2025, at 4:00 p.m. scheduled herein as the closing time for receipt of the proposals.
Proposals may be delivered to the Administrative Office of the Housing Authority:
1) By hand at the Administrative Office at 2845 S Frontage Road; or
2) By mail at P.O. Box 1051, Columbus, MS 39703.
Proposals must be sealed and plainly marked Environmental Review.
Questions concerning this RFP must be submitted to Brian Power at (662) 327-4121, Ext. 8033 or by email at bpower@mrh4.com ten (10) working days prior to the date established for proposals to be received. All questions and responses will be provided to those firms or individuals who have requested this RFP.
The Housing Authority shall have up to thirty (30) calendar days following the submission date to make the award. No proposal may be withdrawn during the acceptance period.
At the time fixed for the opening of the proposals, the contents of the proposals will be made public for the information of those making proposals and other interested parties who may be present either in person or by their representative.
Respondents are responsible for the timely delivery of their proposal regardless of the delivery method utilized. The proposal must be received no later than October31,2025,at4:00p.m. scheduled herein as the closing time for receipt of the proposals.
Incomplete proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate PHA to award a contract, nor will the PHA be liable for any costs incurred by the proposer in the preparation and submittal of proposals for the subject work. PHA retains the right to award or to not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer has read the RFP and understands all requirements and conditions.
