Utilizing a range of communication platforms, the Grenada City Council convened for a special-called meeting earlier this month to address a single agenda item: the approval of a Grass Cutting Services Agreement.
All councilmembers were present for the meeting with Ward 2 Councilman Fredreick “Pete” Wilson and Ward 7 Councilman Ronald J. Merriman attending in person in the Council Chambers at City Hall. Ward 1 Councilman Warren B. Cox participated via telephone, while councilors Lewis Johnson (Ward 3), Michael D. Smith (Ward 4), Eric Harris (Ward 5) and Lori Chavis (Ward 6) joined through Zoom.
Mayor Charles H. Latham presided over the proceedings, with Dr. Trina George, City Attorney Mary Brown and City Clerk Angela Edwards also in attendance.
Once the meeting was called to order, the council quickly moved to discussion on the Grass Cutting Services Agreement. Following some discussions, Councilman Harris made the motion to approve the agreement. Councilman Wilson seconded the motion.
When the measure went to a vote, the motion passed with a 6-1 margin. Councilwoman Chavis cast the sole opposing vote. No further discussion or public comment on the measure was noted.
The approval is expected to formalize contractual arrangements for the city’s grass cutting needs. The contract was awarded to ATL Lawn Care Service, LLC. According to the agreement, “services shall commence” in May/June 2025, and continue until completion. The City shall pay the contractor a flat fee of $5,000 for the agreed upon period, which was not defined in the agreement. Either party may terminate the agreement, which was signed by Dr. George and Anthony Lewis, with 30-days’ written notice.
The Scope of Services includes, grass cutting and weeding services for the following areas within the City of Grenada: Hwy. 8 and Interstate 55, Median upkeep, including entrance ramps (adjacent to U.S. Postal Service property); area behind CVS: Hill on Sunset Drive near Dollar General; Hwy. 8 & 51, ditches and entrance ramps, and any other areas within the city limits requiring attention, as directed by the City.
Frequency of Service includes mowing and weeding general areas twice monthly, according to the agreement. Weekly maintenance is required at roadway intersections and center sections.
The agreement’s Standards of Performance state that the grass shall be cut to a uniform height with weeds removed, debris shall be cleared from sidewalks and roadways, and that the contractor, which is required to carry liability insurance, shall comply with all applicable safety regulations.
