   The Elizabeth Jones Library will lose $5,000 in city funding this year due to a settlement by the Mississippi Supreme Court.
   According to Director Crystal Osborne, the library’s purse will be lightened in order for the city to pay back a sizable refund to the owners of Dogwood Apartments for overcharges in property taxes.
   The cutbacks will hit the library hard, Osborne said.
   “Although we understand the ruling, it will, of course, impact our services,” said Osborne. “There are not many places we can cut funding in our budget.”
   City Financial Director Carl Bevell said the cut to the library fund pertains to this budget year only and is not a permanent change in the library’s funding.
